Stuttering when streaming 1080p-3D to Philips TV

I am using PMS for quite a while now but I cannot seem to fix this problem.
When I try to stream a 1080p 3D movie to my philips TV 6000 series it sometimes stutters.

Specs:

CPU: i7-2600k
Memory: 8Gb
OS: Windows 7 - 64bit
PMS: 1.70.1
Movie storage device: Samsung S2 portable 3.0(connected on USB 3.0)
Connection type: Samsung S2 portable 3.0--->PMS(pc)---->100Mb/s wired(Router)--->Philips TV(~85Mb/s)
Firewall: Off
Antivirus: Windows essentials
Router: Sitecom Gaming router II, TCP and UDP port 5001 forwarded, upnp:off

PMS:

When I am streaming and there are action scenes the movie stutters. The transcode buffer status is normally 80mb but the current bitrate is around the 50Mbit/s. But according to Windows Task manager the networkload is only 25% and that is only 25Mb/s. So thats weird.

So my question is: How can I make sure that PMS uses the max bitrate speed, around 85Mb/s?
And maby there is some kind of option that alloud to store some buffer data on the TV.(to prepare for action scenes). Tell me if I must add more information.
