Thanks ExS. That stinks because I have been using this file exclusively to test my system. SOOOOOOOOOOOOO much time wasted!!!

I wonder why I am only connecting at 30M? I am hard wired with Cat6 directly to my router that has a 100M switch. I know the network settings in my PS are set to wired. Could my VoIP, that is connected through the same router be limiting the output speed to my PS? If so, it is possible to bypass my router and connect the ethernet cable directly to the PC?

Hard to say but very cheap solution is to use any good switch (100/1000Mbit) connected to your router so all your devices are connected to switch and not router.
There are lot of switches with 1GB ports which are not shared so if switch has 4 ports, all of them are capable of 1000Mbit so it is not 1GB shared for all ports.

OK, installed my new switch..... Nothing, nada, no change in speed. I was still connecting at 30m. I thought, "What the heck!!!" I ultimately found that the ethernet port on my PC wasn't working. I had given the enthernet port priority over wireless in my network settings, but since it was not working it had defaulted to wireless. So I had been running wireless from the PC to the router, and wired from the router to the PS3. I now have a new NIC coming in the mail.

Come hell or high water, I will get this thing sorted out.

It is not needed to change the priority on OS level. Check priority in PMS itself..what I remember it priority had 100/1000Mbit LAN ;)
Another problem can be wrong or old ethernet drivers. Try to install new ones from the manufacturer of the card, not the motherboard which can be quite old.
