Problems posting attachments - Quota Issues

Trying to post a forum message with a .tar.gz attachment that is <20Kb in size.
Unfortunately I am prevented from doing so, and the following error is generated:

"Sorry, the board attachment quota has been reached"

Is this a user-level quota or a forum-wide quota?

Either way I have so far only uploaded 1 ~16Kb attachment so far, although I did try to upload some larger files erroneously - they don't appear on the forum, but maybe they are somewhere on your servers taking up space - they can be deleted.

Are there any actions that I can take to resolve this problem? Would deleting an attachment from a previous post help?

I think the global limit was reached, it should be working again now.
