No.
When quality settings are the same for both, you can also use different codec parameters to achieve this.
When you use ref frames max 4 or 16, it doesn't mean that quality will be greater but that CPU have calculate more frames than when 4 used.
It means that file with more ref. frames can be smaller than same file with less ref frames. But then more CPU power is used.
Blu-Ray standart uses level 4.1, but some old rips uses level 5.1 specification which no HW decoder supports yet.
You can play movies in 1080p flawlessly with 4 ref frames, but other 1080p file can shutter when more ref frames used, cabac used, etc...
