Parental Control on Folders

Can someone explain what in need to do to be able to install the parental control plugin mentioned in the following link:

I'm running on a mac and everything works fine with the PS3 etc.

I've downloaded and expanded the tgz file.

Just don't know what to do next.

Please treat me like a simpleton!
