Mencoder expert settings

Hello,
I have a stutter problem when i play an NTSC dvd
The dvd has the following info:

Video
ID : 224 (0xE0)
Formaat : MPEG Video
Format_Version : Version 2
Format_Profile : Main@Main
Bitrate : 9 000 Kbps
Breedte : 720 pixels
Hoogte : 480 pixels
Beeldverhouding : 4/3
Framerate : 29,970 fps
Standard : NTSC
Colorimetry : 4:2:0
Bits/(Pixel*Frame) : 0.869

I tried some expert settings in Mencoder and this one came very close:
framerate == 30000/1001 :: -speed 1.042709376 -ofps 25
Can someone tell me what the best settings are for this movie?
(Info: i have an 50Hz PAL tv)

My computer: Core 2 Quad Q6600
OCZ 2GB Ram
Wired Network 100Mbit
PS3 Media Server Version: 1.04

Panasonic TH-37PV60(max. 720p)(wired HDMI to PS3)
Onkyo TX-SR702E(Wired optical to PS3)

I stream other movies(720p, with transcode option) perfectly to the PS3 without stuttering, this is the only movie which is stuttering.
So thats why i think it has to do with the framerate(NTSC dvd)
When i play yhis movie on my pc, the framerate is correct)
