Cannot connect

Hi I've been having a lot of difficulty trying to connect to the server. I have a D-Link DIR-615, a Ps3 and a pc running XP. I cannot connect at all, i have the ps3 running on a static ip so it never changes, that at 192.168.0.188, I HAD the pc running on another static, but I reverted back to automatic ip. So now I still have trouble connecting. I have added the program as well the 5001 port to windows firewall, even if its disabled. I have an eset smart security firewall, its allowed the connections.

You forced the wrong network interface or it's somehow choosing the wrong one, in which case you should force the correct interface.

how do I know which one to use? I get two choices to force, and neither work. Any other suggestions? My router assigns different ips sometimes, and I can only make a reservation for one, so I chose the ps3.

Currently you are trying to bind to the "MS loopback" interface. That one's definitely wrong, so use the other one.
