1080p WMV HD (or other formats) to VOB converter?

Hi all,

Anyone know of a good program to convert 1080p WMV HD files (or other formats) to VOB?
Reason I ask this is VOB never stutters while streaming, however my WMV files do, which I think is due to it being transcoded on the fly.
On a side note, I thought WMVs are supported by PS3? It comes up as unsupported data on my PS3, however. Sucks....

Also, the program should output basically the same quality files, so if I converted 1080p video, the resulting VOB should be 1080p quality as well. Can ConvertXtoDVD do this?
