yeah.. its says In case of troubles with pms.exe, this shell will launch ps3mediaserver in a more old fashioned way..... etc etc press any key to continue

Go to the c:\program files\ps3 media server folder in DOS console. Type in the following commands. Rationale is to verify you have a valid Java Virtual machine available.

Do you see Java JVM version details?
Try to run java.exe directly without Windows start wrapper, see example below. Does it say any error messages?

c:\program files\p3s media server> java   -Xmx768M   -Djava.net.preferIPv4Stack=true -Djava.encoding=UTF-8 -jar pms.jar net.pms.PMS


In case your system does not have a default JVM paths available, you could give it a fully qualified path to java.exe launcher. See example here, try to locate similar file actual folder may varie but should get an idea.
