MKV Stutters - Wired gigabit, 2500k processor, I read FAQ

Getting stuttering on 720p files.

My setup

i5-2500k Processor, 8 GB of RAM computer
Gigabit router
Wired through powerline. Tried wired router to PS3 and Wireless N on desktop, same result so naturally I'm sticking to wired.

Yes I've read the FAQ and done everything recommended. Tried swapping deduxer default, increased bandwidth in the .bat file, increased from 400 to 600 as well. Literally no idea. It worked fine on my girlfriend's slower computer before using stock settings. I've even recently installed Windows 8 and completely wiped my comp, still same issues.

Looks like PMS cannot use that address 169.254.43.190:5001.

You read the FAQ, but did you read the right section?
This one should hopefully shed some light on your problems:

FAQ: PMS cannot bind to the IP-address or port on the network interface
