No Renderers Were Found

I just did a fresh install of Windows 7 on a very old ThinkPad, was going to dedicate the laptop to streaming media to my HTPC and other devices on my home network.

When I launch PMS, under Status I get "No renderers were found" with the red X. How do I fix this?

Looks like PMS is alive and even finds stuff on the network:

Check the FAQ, especially the bit concerning "After UDP Broadcast".

FAQ: I cannot see PMS from my DLNA client!

I added my IP under "Force IP of the server" and it sort of works, what's happening now is on my phone not all the files are showing up (i.e. I have two mp4's, one shows up one doesn't), and on my other Windows 7 PC under "Network Location" PMS shows up but when I try to open it says "Folder is empty".
