I feel like the parameters

MaxVideoWidth=YYY
MaxVideoHeight=ZZZ
have no influence whatsoever on the height, width and bitrate of my transcoded stream.
What are these settings for?
I could have sworn it worked before!

- Inb4 "Get a wired connection" - I have a wired connection, the problem is, it's run around the world but can only handly 4mbit/s
Inb4 "There is no advantage in transcoding over remuxing because it increases bitrate" - That's just the worst advice I've seen someone give on this forum. I need to rescale my HD movies to fit through the 4mbit . (This is perfectly possible in decent DVD-quality)
Inb4 "Get a decent machine" - I have quadcore at 4x4.2GHz running Windows Server 2008 R2 Datacenter.
Inb4 "You are not transcoding" - Oh boy, here it comes...
