Mencoder Script Dont Work

Hello. Im getting a serious headache from this problem.

I have a ton of mkv movies that plays at 23.976 fps, i want them to be played at 25fps since i have a European TV.

I used to be able to do it but no matter what i cant do it now, frustrating to say the least.
