I know that some developers have been able to add support for .wtv files, specifically the authors of comskip and VideoReDo. So I'm sure that it's possible for support to be added to ffmpeg (the core mpeg2/4 video is still there in the .wtv container file). I know adding support for this to PS3 Media Server via and updated ffmpeg would be a huge boon.
