You can download plugins and installs them simply by placing the ".jar" file in the "plugins" directory where PMS resides on your harddisk.

There is no way to install a patch. Patches are applied to the PMS source code, after which you have to recompile and reinstall PMS.
This can be pretty technical, so don't take this route if you're not comfortable with compiling software.
